Annexation enables Avon residents to manage future growth in the area that will directly impact the Avon community in issues such as schools, housing quality, roads, and economic development.

Residential properties with a Net Assessed Value of $120,000 or more will not pay more taxes for one acre of property which includes the home because they are at the 1% property tax cap. Due to a legislative change this will reduce in Pay 2025 to $102,844 and reduce to $90,805 in pay 2026. Properties assessed by the County Assessor in the agricultural category are already at the 2% property tax cap and will not pay more taxes unless there is a portion in the 3% property tax cap category.

The Town Council introduces an annexation ordinance, adopts a fiscal plan for the annexation, notifies property owners of the public hearing, holds the public hearing, considers changes to the ordinance based on public comment, and votes on the final adoption of the annexation ordinance.

• The Washington Township/Avon Fire Department will continue to provide fire protection. Police and Fire have mutual aid agreements with surrounding agencies to assist when necessary.
• Residents receive an annual $50 programming discount at the Hendricks Regional Health YMCA. Membership is not required to receive the discount.

No. Trash collection is a private service.

Yes, for stormwater, permits, and police reports. Some of the permits are gun permits, alarm permits, and planning/ building permits. The stormwater fee for residential property is $6 per month and replaces the legal drain fee. Chapter 4, Article 12 of the Town Code lists the fees of the Town. It is online at avonindiana.gov.

Yes. Residents will be able to serve on Town Boards and Commissions, run for elected office, and vote for the Town Council, Town Judge, and Clerk-Treasurer.

The Town Council is responsible for governing the Town.

No. The zip code is determined by the United States Postal Service and is not related to Town boundaries. In the past, the Town has had discussions with the United States Postal Service about having an Avon zip code for additional areas but this is unrelated to annexation.

No. Water and sewer services are provided by other entities that are not part of the Town government.

The Town currently contracts our snow removal services.   We have seven single-axle trucks and between 23-25 pickup trucks to complete snow removal services.   The Town, in cooperation with our contractor, could very quickly and easily add additional resources if needed because of reorganization or annexation.   It would be much more difficult if we utilized our own staff and had to buy equipment and hire more people.   In terms of cost, the Town would receive additional resources to pay for snow removal services if reorganization or annexation occurs.

• Your adventure begins at one of the four parks across Hendricks County.
• You will receive a passport with a map and a brief description of each park challenge. Next, choose 3 challenges and try to complete them as quickly as possible. Beware: each park contains roadblocks for two teams, drawn at random. The unlucky roadblock winners will face an additional obstacle during their time at that park.
• Once you've completed your challenges, hop in your car and head off to the next park on the list. Repeat!

11:30 am to 12:30 pm - Lunch

1 pm - Race Resumes

• Visit the last two parks and complete their challenges.

5 pm - Dinner and Awards

• After all challenges are completed, teams gather at a central location (usually the Washington Township Park Pavilion) for dinner, awards, and general fun!

They vary from the grueling and physical to mentally taxing. Past events have included obstacle courses, mud pie slinging, slip and slides, trivia challenges, and puzzles. And every once in a while we like to combine them to really mix things up!

Avon’s stormwater utility manages the runoff from rainfall. In nature, water flows from fields to streams to rivers and so on, but commercial, residential and industrial development has changed some of these natural flows. The stormwater system helps to prevent flooding and limits pollutants flowing into streams and rivers.  A property owner’s stormwater bill funds the cost of operations, maintenance, capital projects and planning for future system expansion.

In 2016, Avon conducted a feasibility study that recommended an equitable, research-based structure for potential stormwater customer rates.  The Town accomplished this by instituting rates based upon the amount of impervious surface area on each property.  Impervious surface is a term used for how much property is covered by impenetrable materials (asphalt, concrete, roofs, etc.). 

An average Avon home’s impervious surface area - 3,942 sq. ft. - established the base billing unit, called the Equivalent Residential Unit (ERU). Residential customers will be charged one ERU per month (3 per quarterly billing cycle), while non-residential customers will be charged multiple ERUs per month based on the property’s total impervious area divided by 3,942 sq. ft.

You don't have to do anything to stop or change service with us. We collaborate with Hendricks County to obtain an updated list of property owners each quarter. You are responsible for the bill if you were the property owner on record with the Hendricks County Assessor's Office on the first day of the billing quarter, but after that, you shouldn't get any more bills.

The Stormwater Utility is billed quarterly [the bill you received is from the previous quarter] to the property owner on record with the Hendricks County Assessor's Office on the first day of the quarter.

Avon town officials commissioned a feasibility study in 2016 to look at an equitable, research-based structure for potential customer rates.

The potential rates are based upon the amount of impervious surface area on each property. Impervious surfaces – roofs, paving, concrete, gravel, etc. – do not allow stormwater to soak into the ground. Impervious surfaces increase urban runoff that must be directed through drainage infrastructure. More runoff creates more demand for infrastructure.

The study calculated the average impervious area from the residential customer class to establish the base billing unit, called the Equivalent Residential Unit (ERU). Residential customers would be charged one ERU per billing cycle. Other customer classes would be charged multiple ERUs per billing cycle based on the property’s impervious area ratio to the base billing unit.

2 inches or more of snow, we start plowing the primary roads.  Once primary roads are done, we start the secondary roads/neighborhoods.

There is not a way to avoid plowing snow into driveways.  Attempts will be made to keep excess amounts from accumulating; however, each driveway will receive a certain amount of snow.

No, if this occurs the Town will not be responsible for re-plowing streets.

We try to be proactive when possible, pre-treating primary roads and areas where slick spots exist.

During snow storms, you are not to park on the street.  This is dangerous and makes it very hard to plow our Town Roads.  Please move your vehicles into your driveways, so that the plow trucks can do their job safely and thoroughly.

Priory list:

1. Pre-treatment of primary routes and slick spots prior to storm.
2. Town Hall/ Police Station - Open for Police and emergency vehicle accessibility.
3. Primary Routes - Main Roads (East, West, North, South) within Town limits - Passable and cleared edge of pavement to edge of pavement, when possible.
4. Secondary Routes - Single pathway cleared for emergency vehicles.
5. Secondary Routes - Cleared from curb to curb and Cul-de-sacs.
6. US 36 - Turn lanes for neighborhood entrances as needed.

Dan Jones shouldn't be closed during construction.  Please note that we not only used italics, but also bold font, to emphasize that word.  Some contractors do things that are outside of our control, and as prepared and organized as our Public Works team is, occasionally those contractors will act on their own accord without notifying the Town of Avon.  If a road is scheduled to be closed, we will update avonindiana.gov/danjones as soon as possible, as well as send out an alert through our alert system.  You can easily sign up for alerts at avonindiana.gov/alerts from a desktop, tablet or mobile device.   

The bridge on Dan Jones is technically under the jurisdiction of Hendricks County and CSX.  Although The Town of Avon isn't supervising it's construction, we are taking measures to try to stay up to date with all that is happening.  What does that mean to residents and those that are passing through?  Primarily it means that construction can starts whenever Hendricks County wants it to start. That is a question that we will never be able to 100% answer. We hope to have each phase done as quickly and safely as possible, but putting an end date on each phase would be unreliable. Things happen while construction occurs, and while we hope that nothing causes a delay, the truth is there are some things that are outside of our control.  Placing a "completion date" or "end date" only opens the floodgates of frustration.  This might change over the course of the projects, and if it does, we will happily share a date that can be delivered on.  

If any part of your property will be needed for the Dan Jones Widening Project, you will be contacted by the Town of Avon well in advance of any construction happening.  There are many steps in the process, but simply put, nothing will happen on your property without you having the opportunity to know about it.  If you still have concerns, you are welcome to reach out to Public Works Director Steve Moore with your questions.

No.  A stop sign and a break in the center median is all that is planned.

Beechwood will have the same access as you had/have before construction started, except the center median will provide a refuge area for eastbound left turners.

Access will be maintained for Clarks Creek Ct. throughout the project.

According to the blueprint images on Phase 1 and Phase 2, there will be a 10 foot "Shared-Use Path" on the eastern side of Dan Jones.  

Dan Jones is being widened because it carries substantially more traffic than Avon Ave.  (About 30% more).   The Town’s long-term plans do anticipate widening both but Avon Ave widening is probably 8-10 years out based on current traffic volumes and anticipated traffic growth.  A bridge over CSX at CR 900 E is financially and engineering wise an impossibility.   CSX has several buildings and over 50 tracks that would need to be spanned.   The cost benefit analysis on a bridge would show it is not a good investment for the tax payers of Avon.

The simple answer is that Dan Jones has more traffic daily.  Those traveling to and from Plainfield and Brownsburg make up for a lot of the traffic, in addition to those, like yourself, that travel on Dan Jones from Avon.  Yes, during the widening on PHASE 1, you will have to merge back down and go to one lane each way over the bridge... currently.  There are four other phases in this project... one of those will be the bridge phase, where the bridge will be modified to match how Dan Jones is being widened.  The whole project can't happen simultaneously unless we close Dan Jones completely, which would be worse.  As mentioned, many, many times, this is a multi-phased project, and though it's frustrating and rough right now, the way the process is being done is much better than how it could be done.

Side note: Unless you have extremely small planes, I doubt you could get 1 plane on that bridge, let alone two.  

Eventually, we expect the widening to continue past CR 100 N to CR 200 N but the Town does not have funding and are not currently designing that section.    It is likely that segment would be widened 2028 or later.
